Global Sourcing Manager (Fluent in English and Mandarin0

The Job:
A leading real estate developer in the Philippines is currently boosting developments in many key cities and provinces in the country ranging from residential to commercial developments and is looking for a Global Sourcing Manager to lead the establishment of a buying office for international sourcing either in China or Hon Kong and mitigate the escalating local prices and promote innovations across the group. The Global Sourcing Manager shall be based in either of these two countries to source suppliers and facilitate the end to end procurement process; and represent the company in all business transactions.
The Candidate must have the following qualifications:
1. Graduate of BS Civil Engineering, Architecture, Industrial Engineering, Manufacturing Engineering or any related course from a reputable institution. Registered engineer is a plus.
2. With 5 to 10 years experience in local and global trading, commerce and supply chain
3. Preferably with exposure in buying or trading construction related materials globally and with in-depth understanding in manufacturing, quality control and trade logistics
4. Wide understanding of trade laws, safeguard duties, taxes and related trade policies affecting goods movement from one country to the other
5. Excellent oral and written communications in Mandarin and English
6. Possesses leadership and must be customer oriented and able to establish good relationship with international suppliers and possess high level of integrity
7. Willing to be based in Hon Kong or China
The position will be responsible for
1. Set-up a buying office in either China or Hon Kong
2. Source foreign suppliers particularly in China and establish business relationship with them
3. Develop strategies in global sourcing with specific emphasizes on buying guidelines, terms and conditions, logistics protocol, quality control assurance and trade policy compliance
4. Responsible for all elements of commodity management, including: strategic understanding of the supply market place, pricing and term negotiations, preparation and analysis of global bid proposals/packages, supplier selection, negotiation and communication with project team (users) business units.
5. Practice and use appropriate risk management and audit frameworks effectively. Proactively participate on cross functional sourcing, commodity, and spend category teams in the development of comprehensive strategies by identifying opportunities for process improvement and cost savings that contribute to achieving superior results
6. Monitor material escalation and price trend indexes in the international market, including new trade policies, treaty and alike, which will directly affect the global prices of construction commodities
7. Lead his team in global market in driving competitive advantage and cost savings for the company
8. Prepare analysis (market intelligence studies) of internationally sourced commodity price versus local price and lay down pros and cons for project team and bidding committee?s reference in decision-making
9. Facilitate the procurement processes of all material requirements across all divisions, with coordination to respective Project Procurement Officers, from short listing of suppliers, invitation to bid, scheduling of pre-bid meeting with the project proponents to scheduling of negotiation and close deal.
